Manchester City will sign Sergio Gomez from Anderlecht as they look to improve their depth at left-back.
Midfielder-turned-left back Gomez, 21, will compete for a place in the first team.
"He's a talented young player from the Barcelona academy, went to Borussia Dortmund but didn't have many minutes and in the last year was given a chance by Kompany," Pep Guardiola said. "He played well, we targeted him to bring him here."
Arsenal have signed Benfica defender Nuno Tavares for a reported $9.5 million fee.
The 21-year-old left back will provide coverage for Kieran Tierney.

Vincent Kompany has announced his retirement from playing football and will take over as full-time manager of Anderlecht.
Kompany joined Anderlecht as player manager in May last year after spending 11 years with Premier League side Manchester City.
"I want to fully commit to my role as a coach and need 100% of my time and focus for it. That's why I'm quitting as a football player," Kompany said in a club statement.
"I want to stay with the club for at least 4 seasons and prove that Anderlecht can play a modern style of football, with results."
The New York Red Bull sold right back Michael Amir Murillo to Anderlecht for an undisclosed fee.
The 23-year-old Murillo signed with the club from San Francisco FC in 2017.
Murillo had 4 goals and 8 assists in 80 appearances for the team.
Vincent Kompany will be Anderlecht's captain and focus on playing during match days.
Kompany is currently the player-manager of Anderlecht.
Assistant Simon Davies will handle substitutions and tactical changes during matches.

The move reunites the 32-year-old Nasri with former Manchester City teammate Vincent Kompany.
