Man City, PSG Found In Breach Of FFP Rules

Manchester City and Paris Saint-Germain have been found to have breached UEFA's Financial Fair Play rules.

They have received settlement offers from UEFA's club financial control board (CFBCB), who meet on Thursday.

The clubs must now decide whether to accept the offered sanctions or try to negotiate a lesser punishment that may vary from a reprimand to a fine or European squad restrictions next term.

UEFA doesn't expect either club to be excluded from the Champions League next season.

"What I think is going to happen are measures over Champions League squads next season," says BBC Radio 5 live sports news correspondent Richard Conway.

"Perhaps a salary cap or limiting the number of eligible players in the squads, perhaps even making a new signings ineligible for the Champions League squad next year."

Barça Cleared By LFP Of Wrongdoing In Neymar Transfer

Barcelona has been cleared of any wrongdoing in the signing of Neymar by the Liga de Futbol Profesional (LFP).

"FC Barcelona wish to express their satisfaction at the resolution of the Economic Control Committee of the Lliga Nacional de Futbol Professional (LFP) that there is no existence of any irregular conduct committed by FC Barcelona in the signing of Neymar Jr. The committee met last Wednesday, April 23rd and its decision was published last Friday.

"According to the committee: "in view of the appeal made to the LFP by FC Barcelona (...), there is no evidence of any irregular conduct committed by the club which would have infringed the rules and regulations of the LFP. As a result of this, no further action in this matter will be taken."

Barcelona's Transfer Ban Lifted For Summer Window

Barcelona is now free to sign players in the summer transfer window after a FIFA ban over the signing of youth players was suspended to let the appeal process play out.

The chairman of Fifa's appeal committee, Larry Mussenden, said he had decided to grant the "suspensive effect." 

This was expected to be a particularly important offseason for Barcelona with the departures of Carles Puyol and Victor Valdes.

FIFA has recently made the protection of minors a priority. In its original decision it said: "On the basis of this analysis, the committee concluded that 'the interest in protecting the appropriate and healthy development of a minor as a whole must prevail over purely sporting interests'."

City, PSG Will Be Found Guilty Of FFP Violations

Manchester City and Paris Saint-Germain will this week be found guilty of failing to comply with Financial Fair Play rules.

City and PSG are understood to be among fewer than 20 teams under threat of a sanction.

Manchester United, Arsenal and Chelsea all confirmed they were not under investigation from European football’s governing body.

Having posted losses of £149 million over that period after buying the likes of Sergio Agüero, Samir Nasri, Gaël Clichy, Javi Garcia and Matija Nastasic, City were always likely to be under heavy scrutiny.

They may face a heavy fine or transfer embargo for breaking FFP rules, but they won't face expulsion from the Champions League.

Thibaut Courtois Cleared To Play For Atleti Against Chelsea

Thibaut Courtois has been cleared to play in the Champions League Semifinal for Atlético Madrid against Chelsea.

Courtois is on loan to Atleti from Chelsea and has been one of the best goalkeepers of the tournament.

Courtois signed a five-year contract with Chelsea in 2011, but he's never played for the club.

Chelsea chief executive Ron Gourlay said the goalkeeper's eligibility to face his parent club "was never in doubt".

He added: "Regarding the Uefa statement, we'll evaluate it over the next 24 to 48 hours. As far as we're concerned we complied with loan rules. He can play against Chelsea - if selected."

Xavi: Barça's Transfer Ban 'Disproportionate, Unjust'

Xavi believes FIFA's 14-month transfer ban for Barcelona is unfair.

Barcelona was found to have irregularities in the signings of 10 young players over recent seasons.

"It's disproportionate and unjust. We'll try to oppose it," said Xavi.

"La Masia does a more than adequate job, it's part of our philosophy. Barca spends many years working properly with youngsters, we look after them.

"We're not isolated from what happens, but we try to stay calm in the dressing room. What happens outside helps to unite us."

Real Madrid Denies Filing Complaint Against Barça On Transfers

Pedro Lopez Jimenez, vice president of Real Madrid, has denied filing a complaint against Barcelona to trigger an investigation by FIFA.

Barça president Josep Bartomeu revealed on Thursday that FIFA opened an investigation into the Catalans' transfer policy for youth players after an "anonymous complaint" from an "unnamed club", fueling speculation that Real Madrid were somehow involved in the sanction.

"Neither Real Madrid, nor myself as a member of FIFA, have anything to do with the sanction that's been handed to Barcelona," Jimenez told AS.

"My membership of the Players' Status Committee is unrelated to Florentino Perez and Madrid. My appointment was a proposal of the European Club Association (ECA), of which Barcelona are a member, too."

Qatar's Next Big Target Is To Win Global Television Rights

Paris Saint-Germain has undergone a radical transformation since the club was purchased in April 2011 by Qatar Sports Investments, which is an arm of the $115 billion Qatar Investment Authority.

"We have a very clear vision, to be honest," PSG president Nasser al-Khelaifi told the Financial Times last week. "In five years, we want to be one of the best clubs in Europe and to win the Champions League. And our brand to be worth €1 billion. And we will be there."

PSG expect annual revenues to top €500 million this year but a large chunk of that will come from a much-questioned €200 million-a-year sponsorship deal with the Qatar Tourism Authority, backdated to 2012, which allows the club to get around UEFA's Financial Fair Play rules.

The unofficial reason that Qatar purchased PSG are the close links between the two countries that helped setup the World Cup in 2022.

BeIn Sports is the rebranded al-Jazeera Sport and they are attempting to become the most influential sports broadcaster in France, while also expanding in the United States and Great Britain.

"They are voracious with their ambition and they have all the money in the world to match it. There is nothing they can't do," said one. "What drives it is their need to be one of the top five broadcasters in the world by 2022."

Barcelona Receives 14-Month Transfer Ban From FIFA

Barcelona has been given a 14-month transfer ban by FIFA for breaking rules on signing international players under 18.

They have also been fined 450,000 Swiss Francs (£305,000).

Barcelona is hoping to sign a new goalkeeper to replace Victor Valdes and had been linked to Marc-Andre ter Stegen.

A FIFA investigation, centered on several players aged under 18 who were registered and played for the club between 2009 and 2013, found that Barcelona and the RFEF were guilty of a "serious" infringement of the rules in relation to 10 players.

"On the basis of this analysis, the committee concluded that 'the interest in protecting the appropriate and healthy development of a minor as a whole must prevail over purely sporting interests'," said a FIFA statement.

"This is a shattering piece of news for a club that had already endured a very difficult season off the pitch following allegations of tax evasion around the signing of Neymar," writes Andy West.

"The impact upon the team is also hugely significant. With veteran captain Carles Puyol and goalkeeper Victor Valdes leaving at the end of the season, the club had already announced their intention to splash out on top-class replacements. Now that seems impossible, which means the squad will be severely weakened next season.

"It is also yet another massive blow to Barca's previously much-respected global brand, which has taken a huge battering in the last few months and will be further tarnished by this latest development."
