UEFA is considering a third club competition that would be a second-tier Europa League.

Clubs that failed to advance from the qualifying rounds of the Europa League would then play in the new competition.

The new competition wouldn't start before at least 2018.

"It will give more opportunity to the clubs who never get in the final stages to participate" in Europe, Volodymyr Geninson, executive director at the Football Federation of Ukraine, told the Associated Press.

 

The competition could be completed by the end of the calendar year, rather than going through to the conclusion of the European season like the Champions League and Europa League.
